This piece examines the roll out of data weapons across the US, with a close look at Atlanta. On the one hand, Atlanta is touted as the “Black mecca,” known for its thriving Black community. At the same time, Atlanta is the most surveilled city in the US. Our research shows that there has been an unprecedented expansion of data enabled systems since the 2007 launch of Operation Shield. How does an American city use big-data to maintain a network of eyes on so many free citizens?
